What will Hung Shui Kiu be after 2047? Greater Northwest | Crisscross Village. Hung Shui Kiu has many advantages regarding to its location, its existing culture, tradition, and the relationship with the surrounding established new town like Tin Shui Wai and Yuen Long. Instead of proposing an isolated satellite new town like Tin Shui Wai and Tuen Mun, the Greater Northwest will be an area consists of the current Tin Shui Wai, Yuen Long, Ping Shan, Tuen Mun, and the Hung Shui Kiu area. The area of Hung Shui Kiu is comparable to the Kowloon Peninsula. One may find very diverse housing offer in the Kowloon Peninsula. There is public housing in Shum Shui Po, private housing in many places in the peninsula and the luxury houses in Kowloon Tong. To make a new town successful, diversity of housing can be very important.

Hong Kong needs to bring up the average living area per person to a standard comparable to other world city (Singapore is 20m2 while Hong Kong is only 13m2). The proposed built form for the proposed design is referencing the existing Small Houses that one may easily find in Hung Shui Kiu. The Small House Policy allows tenant to build and design their house within some limits and requirement like the 8.23m height limits and the roofed area not exceeding 65m2. What if we learn from the beauty of this policy and push it into a stacking of small houses. People will be buying the volume of space instead of the area. What they will get is just a fixed floor plate but with no enclosure. They can define the enclosure according to their needs. Floor height could be 5m to allow people to build their own extra floor within their volume. Some people may only need a small area of enclosed space and want a large balcony; some people may want to have a double volume space in their home. Hong Kong is scarce of land. Therefore, this should be a beneficial proposal of permitting multiple floor units for the residents in Hong Kong…
